Abstract

The technical project aimed to develop a plan to safeguard the intangible cultural heritage, area: traditional artisan techniques, subarca: poncho textiles from Salasaka people, this was done through bibliographic and field research techniques. The validation of the intangible cultural heritage registry related to the traditional artisan techniques of poncho textile from the Salasaka people was carried out through participatory workshops with actors that allowed the required information to be gathered. On the other hand, the vulnerability of the Intangible Cultural Heritage (ICH) was carried out through participatory workshops in which a matrix was created which listed the registered manifestations and horizontally evaluated events based on three indicators: Transmission, Memory, Identity, to determine the status of the events. While, the philosophical and strategic approach of the ICH safeguarding plan was carried out using a SWOT situational analysis, where the positive and negative aspects of acting on the ICH were identified. In a second stage, the critical nodes were identified and prioritized, and finally, the safeguarding plan was formulated. Therefore, five events related to the poncho textiles from the Salasaka people were identified; there is the vulnerability of the events due to the fact, that also there are 9 cultural carriers. The safeguarding plan for the Salasaka poncho textiles is made up of 5 programs and 10 projects, based on the main lines of promotion, dissemination, conservation, transmission, promotion, and dissemination. Alliances were established with public and private institutions, and conservation programs related to the Salasaka poncho textile industry were determined because it is necessary to work directly with informants of the traditional craft techniques. To sum up, it is recommended to include conservation programs in the cantonal POA to get budgetary allocations to protect and disseminate the cultural heritage.
