Plan de salvaguardia del Patrimonio Cultural Inmaterial de la parroquia Pungalá, cantón Riobamba, provincia Chimborazo.

Abstract

This technical project aimed at the development of a Safeguarding Plan for the Intangible Cultural Heritage from Pungalá village, Riobamba Canton, Chimborazo province. To achieve this study, 4 stages were established: the first stage was the spatial characterization of the territory in Pungalá village, developed through the territorial analysis of 5 stars: physical-spatial, socio-cultural, ecological-territorial, economic-productive, and political-administrative. In the second stage, the Intangible Cultural Heritage of Pungalá was recorded through 4 phases: approach pase, coordination, information gathering, and systematization of the information collected through the INPC (National Institute of Cultural Heritage) record cards. In the third stage, the vulnerability of the Intangible Cultural Heritage of the village was established based on the criteria for identification and management of the ICH (Intangible Cultural Heritage), proposed in the INPC Methodological Guide: 1) Transmission; 2) Memory; and 3) Identity. In the last stage, the philosophical, strategic, and operational approach of the safeguarding plan was formulated, in which the philosophical-strategic approach was developed, from which the misión and visión were obtained, as well as the strategic objetives of the plan, then the operational plan was developed in which programs and projects were formulated. In addition, the results of the safeguarding plan were 28 registered events which 2 are highly vulnerable manifestations, 15 are vulnerable manifestation, and 11 are current manifestations with a total of 6 programs and 7 projects, which will allow the continuity of the cultural manifestations in Pungalá village having a budget of $ 75,420.00 for its implementation, To sum up, the formulated programs and projects will allow safeguarding these manifestations, so it is recommended the implementation of programs and projects that allow for the continuity of cultural events.
