Implementación de un modelo de gestión de reducción de riesgos en las unidades educativas de la Parroquia La Matriz Cantón Guamote, Provincia de Chimborazo.

Abstract

The research objective was to elaborate and implement a management model for building local capacities faced to the previously identified threats, determining the vulnerability level, and the educational units exposure level against the risk, at “ La Matriz” parish from Guamote Canton .The model application was executed in 10 educational units belonging to the Colta Guamote education district. The project included the information gathering through the focus groups, observation guide, and surveys applications , these instruments were used before and after the study; to the objective application of these instruments it was necessary to avoid value judgments and interpretations during the process, this action allowed to improve the activities established in each educational unit during the preparation exercises (simulations) carried out ,and actions identification carried out by different members of the risk reduction committee. Once each of the methodological phases was executed, the model was implemented in order to provide a corrective risk management process, which allowed the educational community vulnerability level reduction , the proposal generation , generated the tools adaptation like the one designed by the Secretary of Risk Management, which establishes a methodology called Risk Reduction Agencies to identify in a simple manner the vulnerability level based on the threats of the territory as well as the educational units identified as essential elements and that could be used as operational alternatives in the case of a dangerous event. This process was carried out in a participatory way and generating discussion for corrective measures taking aimed ato strengthening the educational units risk processes reduction , this will allow the continuity to the educational processes and contribute to the creation and strengthening of a management culture of risk reduction.
