Evaluación ex – post del proyecto de manejo de páramos y alternativas productivos UNOCANT 2013-2015 para la toma de decisiones organizacionales orientados al mejoramiento de la productividad.

Abstract

The objective of the research was to carry out an subsequent evaluation of the management project of the paramo and productive alternatives, Union of Peasant Organizations of the North west of Tungurahua (UNOCANT) 2013 - 2015 for the organizational decision oriented towards the improvement of the productivity; based on the guidelines of the Constitution of the Republic of Ecuador and the National Plan of Good living; To this end, both primary and secondary data collection instruments were applied. The main beneficiary group of this project is the one formed by the communities that are part of UNOCANT, a total of 620 families participated directly and 1000 families in an indirect way whose goal was to conserve the natural resources of the paramo through the execution of agro-productive alternatives to improve the quality of life according to established guidelines and strategies. The local government in turn would have contracted the services of the Foundation M.A.R.C.O. For the execution of the project. At the end of the ex post investigation and according to the available information of the project, it was concluded that there were not sufficient, needs and projections considerations in the design, planning, coordination and execution phases. At the time of the investigation, no baseline information was found to analyze the objectives and to measure their compliance. The relationship between objectives, components and activities is not sufficiently structured. It is recommended to identify more appropriate instances and methodologies in the design, coordination, formulation and execution of development projects, including previous, during and subsequent, evaluation techniques.
