Diseño del plan de emergencia para la Asociación Scout del Ecuador, Cantón Quito, Provincia de Pichincha mediante la normativa NFPA, INEN, Decreto 2393 y Código Andino.

Abstract

This research work aimed to carry out an emergency plan through standards by the National Fire Protection Association (NFPA), Ecuadorian Institute of Standardization (INEN), Decree number 2393 and Andean Code for Scout Association in Ecuador, which is located in Quito city from Pichincha Province that manage and design Scout projects all over Ecuador; this emergency plan was developed in order to protect the human and physical assets of the organization, as well as fulfill standards established by the Fire Department from Quito and also preserve the function of this association, for this was necessary to identify the risks and dangers in its infrastructure, evaluating the fire control system using the simplified method of risk assessment (meseri) and through the analysis and risk assessment (mosler), the dangerousness of earthquakes by its geographical situation, obtaining as a result the value of 2.67 and 448 respectively in a qualitative scale through a quantitative estimate; so it concludes that the Scout Association of Ecuador should have increase prevention activities and control of risks in maintenance procedures, alarm protocols, emergency communications, quantification of resources, emergency response with external agents, evacuation procedures and firefighting equipment; using tools that help to enhance the performance of the plan such as: signaling, smoke chambers, fire extinguishers, emergency and drills team.
