Elaboración de un manual de procedimientos de trabajo seguro en el Departamento de Obras Públicas del GAD Municipal del cantón San Pedro de Pelileo

Abstract

The objective of this research was the design of a manual of safe work procedures in the Obras Públicas Department of GAD Municipal in San Pedro de Pelileo belonging to the Tungurahua province, in order to prevent accidents and occupational diseases. In Obras Públicas Department, the detection of risks was carried out by means of NTP 330 methodology to determine the level of risk present in a qualitative and quantitative way in each case. The information was determined through direct observation, application of questionnaires, open interviews, bibliographic review, and field research that included the observation and identification of the main causes that have an impact on the work performance. Fifty-two risks were identified and evaluated by applying NTP 330 methodology, where it was determined that 13% have a risk and intervention level II, whose factors are: manual lifting of loads, use of hand tools, forced postures, work at heights. The activities that contain the mentioned risk factors required control measures because they can produce considerable damage to the workers, so a SWP was designed as a safety instruction manual that will serve to standardize activities, whose contents include the following items: objective, scope, legal regulations, definitions and abbreviations, responsibilities, procedures, and records. These provide enough information for the correct performing of activities and compliance with the proper use of PPE (personal protective equipment) as required by the work.
