Gestión administrativa y financiera del Gobierno Autónomo Descentralizado Parroquial Rural de San Juan de Pastocalle periodo 2019-2021

Abstract

The objective of this research work was to analyze the administrative and financial management of Gobierno Autónomo Descentralizado Parroquial Rural of San Juan de Pastocalle, during the period 2019-2021. To carry out this investigation, a study was conducted to determine the current administrative and financial situation of the rural GAD of San Juan de Pastocalle. Therefore, the research methodology implemented was based on a qualitative-quantitative, bibliographic and documentary approach in order to describe the characteristics and elements necessary for the elaboration of the administrative-financial management analysis of the company. This allowed to determine the strategies to be implemented by the institution to improve its processes, which can be quantified through field research tools and techniques such as the survey applied to each one of the company's employees. As a result, it was found that the company lacks an efficient administrative-financial management that lets optimizing its material, human and technological resources, generating problems in the development of the processes that are developed within the institution and decreasing the quality of the service provided to the community of Pastocalle. Consequently, it is necessary to perform an analysis of the administrative and financial management to identify and increase the quality of the service provided to the community, helping to improve internal processes and their control to meet the objectives previously planned by the organization and achieve satisfactory results. Finally, early implementation is recommended and the management system should contain an operational plan and value proposition to achieve optimal resource utilization.
