Diseño del sistema de gestión por procesos para el área de tesorería del Gobierno Autónomo Descentralizado Municipal de Riobamba

Abstract

The present research work concerning the design of the process management system for the treasury department of the Autonomous Decentralized Municipal Government of Riobamba had the objective of improving the administrative processes within the treasury department. In this way, effective public management was achieved, guaranteeing timely quality management in compliance with the objectives through the improvement of the processes and procedures that are being developed daily. Under the above, the activities are developed with efficiency and effectiveness, the vertical organizational management was redesigned, which were managed through hierarchies or orders, this was replaced by administrative management by processes, which allowed teamwork to meet the common objectives and customer satisfaction. In addition, the work environment was improved and the growth of the treasury department was ensured. By designing process management, it was possible to meet the objectives and continuously improve them, resulting in a quality public administration focused on the citizen through continuous improvement in the conduct of daily administrative activities. For the research, the deductive and hypothetical method was applied, and the techniques and instruments used were the survey which concise and complete information was collected, which was the fundamental basis for the development of the research work. The development of the process management system led to a change in the organizational culture of the administrative staff, and the identification and formulation of processes improved the management of activities
