| Abstract : | The present degree work aimed to create a Model of Management to the Autonomous Decentralized Parochial Rural Government of Santiago de Calpi, to optimize the administrative - financial processes and this way to fulfill the objectives and institutional goals. The research techniques used were observation to verify if each of the activities performed by the employees is carried out using support documents to verify the current situation of the GAD, survey were applied to the employees to describe the problems that will be investigated and then the different studies and analysis of the management model are detailed. For this reason, a Management Model was implemented to support the guidelines of the Good Living plan, together with what is established in the Constitution and COOTAD as the main governing laws of the parish. All that has been detailed is for improving the Administrative Management of the parish. The findings were: there are no administrative instruments such as Organizational Charts (Structural and Functional), function manual and indicators to measure administrative, technical and financial performance that would contribute to the development of the same, besides, there are no indicators, statistics and the measurement of the impact of the activities carried out in the parish in the administrative, financial and technical areas as well as the management of the Decentralized Rural Parish Autonomous Government. It is concluded that when elaborating a model of management, it was determined that it does not have strategic objectives that are framed to the competitions, functions and attributions in the Organic Code of territorial organization Autonomy and Decentralization. It is recommended that training plans be implemented in which activities are established to improve both the personnel that make up the Parish Council and the inhabitants of the parish, and to implement the different projects maintained by GAD for the benefit of the parish, and to implement the perspectives proposed to measure and follow up on their execution |
| Resumen : | El presente trabajo de titulación tuvo como objetivo realizar un Modelo de Gestión para el Gobierno Autónomo Descentralizado Parroquial Rural Santiago de Calpi, con la finalidad de optimizar los procesos administrativos – financieros y así cumplir los objetivos y metas institucionales. Las técnicas de investigación que se utilizaron fueron la observación para verificar si cada una de las actividades asignada a los empleados, se lo realizó con documentos de soporte, con la finalidad de verificar la situación actual del GAD, se aplicó una encuesta a los funcionarios, para describir la problemática existente, un marco teórico con los diferentes estudios y análisis de modelos de gestión. El Modelo de Gestión sigue los lineamientos del plan del Buen Vivir, la Constitución y el COOTAD como principales leyes rectoras de la parroquia. Los resultados evidencian que la institución no cuenta con instrumentos administrativos como un Organigrama Estructural y Funcional, de funciones, tampoco existen indicadores de medición para evaluar el desempeño de los servidores tanto en el área administrativa, financiera y técnica. Se concluye que al realizar el diagnóstico situacional se evidenció que no cuenta con objetivos estratégicos competentes a las funciones y atribuciones enmarcados en el Código Orgánico de organización territorial Autonomía y Descentralización. Se recomienda crear un Plan de Capacitación, para el personal de la Junta Parroquial y de los habitantes de la parroquia, y poner en marcha los diferentes proyectos que mantiene el GAD en beneficio de la parroquia, e implementar las perspectivas propuestas para medirlos y darles seguimiento |
