Propuesta de una ordenanza de regulación y control para el servicio de alojamiento turístico P2P en la ciudad de Riobamba, provincia de Chimborazo.

Abstract

The present investigation proposes: to propose a regulation and control ordinance model for the accommodation service in the P2P tourism modality in the city of Riobamba, province of Chimborazo; through the use of analytical and descriptive methods using bibliographic and field research techniques. It worked in three stages: in the first one, 53 official tourist accommodations registered until January 2019 were found, where 47% belong to the hostel typology and 41% belong to the 2-star category; In the case of the P2P offer, a database was generated in relation to the Airbnb collaborative platform where 60 P2P accommodations evaluated until May 2019 were registered, determining that this P2P service is in an illegal state in relation to the country's tourism regulations. The second stage corresponds to the analysis and systematization of the main legal instruments established for the exercise of the tourist accommodation activity, identifying 22 competent entities related to the activity, the processes of regulation and control of the activity were identified, and the main actors emphasizing the problem faced by the tourism system in the face of the P2P tourism modality: Subsequently, a SWOT analysis was carried out in relation to the city's P2P hosting service. Finally, the proposed Ordinance for the P2P hosting service was formulated, where 22 guidelines distributed in 5 titles and 8 chapters were determined, detailing the processes and requirements that are adapted to the uniqueness of the service. In this context, this project will help to control the city's P2P accommodation service, also allowing to ensure the quality and safety of said tourist service
