Diseño e implementación de un plan de emergencia en el edificio central, gasolinera y parador “El Cedral” del Sindicato de Choferes Profesionales “4 de Octubre” del cantón Penipe

Abstract

The objective of this degree work is to design and implement an Emergency Plan for the central building, gas station, and "El Cedral" bus stop of the Professional Drivers Union "4 de Octubre" in Penipe, to mitigate the consequences of a natural or anthropogenic adverse event that could endanger the stability of the institution from a human, material or environmental point of view. A diagnosis was made of the current situation, identifying risks, threats, and the degree of vulnerability to which the institution is exposed. This was done using tools and methods such as the risk matrix Technical Guide Colombia (GTC-45), the U.S. method of the Federal Emergency Management Agency (FEMA-154), the Simplified Fire Risk Assessment Method (MESERI), the vulnerability matrix and ArcGIS software, using the format of the Risk Management Unit of the Decentralized Autonomous Municipal Government of Riobamba (GADMR). It was found that there is a predominant ergonomic risk among the workers, as well as a high degree of structural vulnerability in the facilities, and a medium risk of fire. The institution's facilities are exposed to threats such as flooding, mass movements, ashfall, gas station explosions, the Tungurahua volcanic hazard, and crime. Thanks to the development of the emergency plan, procedures have been established to mitigate the threats identified with the formation of emergency brigades, evacuation routes, meeting points, safe zones, and the implementation of signage and training. It is expected that these measures will be useful to act in a timely and effective manner in the event of an adverse event, safeguarding the physical integrity of the personnel and the Union's infrastructure.
