Lineamientos estratégicos participativos y su incidencia en la optimización de la gestión pública del desarrollo integral sostenible de la Parroquia Puela, Cantón Penipe, Provincia de Chimborazo.

Abstract

The objective of this research was to show how participatory strategic guidelines affect the optimization of public management in the comprehensive sustainable development of the Parroquia Puela, Cantón Penipe, using the collection of information at an analytical, deductive and participatory level , developed in four stages: First, a mapping of local actors, identifying seventeen organizations that intervene in the territory; Second situational analysis of public management, based on the components proposed by the National Secretariat for Planning and Development (SENPLADES), prioritizing local problems and potentialities; Third, the participatory strategic guidelines were formulated, where a vision and six strategic objectives were obtained together with indicators and goals, proposing fourteen territorialized local policies which will influence public management; Finally, a proposal was formulated, obtaining as a result a Management Model, together with twelve articulation strategies, fourteen projects and ten normative instruments, where the executing entity is the Rural Parish Autonomous Decentralized Government of Puela. In conclusion, it is evident that the influence of citizen participation in decision-making affects the optimization of public management for local development. It is recommended that the authorities and inhabitants of the parish apply the proposal in order to optimize public management.
