Plan estratégico para la optimización del Aeropuerto de Nueva Loja, provincia de Sucumbíos

Abstract

The development of a strategic paln for the optimization of the airport of Nuena Loja, province of Sucumbíos, aims to determine the needs and potential of the air terminal in terms of government investment and public administration as part of the airport network of the General Directorate of Civil Aviation. The research was carried out through the application of surveys to determine the suitability of airport indicators, which were assessed by the decision-maker. Semi-structured interwiews were also conducted with the main administrative authorities to diagnose the airport operations that will serve as the bais for the development of the strategic plan. It is necssary to mention that the model was based on the Hierarchical Analysis Process, which allows considering variables of qualitative character through similar comparisons. Once the process was concluded, the priority categories to be optimized were Security with 34,43%, Economic with 24,02%, and Strategic with 10,78%, according to the criteria of the experts through the creation of the strategic plan. The proposal includes strategies such as retaking comercial air routes with Colombia, the solidification of Avianca Ecuador´s interests in operating the Nueva Loja-Quito route and the creation of an Amazon ZEDE for the optimization of priority categories, since they are of a tourist-commercial nature and take advantage of the airport´s geographic and infrastructure characteristics. It is recommended the consolidation of efforts that create development connections for the implementation of projects that optimize public resources and take advantage of the potential of existing public property.
