Modelo de gerencia y gestión para el Gobierno Municipal del Cantón Guamote, a aplicarse en la administración 2009 - 2010

Abstract

A Management Model for the Municipal Government of Guamote has been designed to be applied during the 2009 – 2013 period. The objective is to provide the possibility of improvement in the political, administrative, human, and economical territorial, as well as the life status among the people from Guamote. All this oriented by an alternative model. The FODA (Spanish acronym for Strengths, Opportunities, Weaknesses, and Threats) analysis has been applied in order to have an internal (institutional) and external diagnosis (political - institutional) of the local Government of Guamote. Management tools have also been applied for the proposal of this new model. The purpose of this alternative management Project pursues the planning and instauration of a new government model directed to transform the traditional Guamote Municipal Government modus operandi which has become inefficient and unfair. There will also be a monitoring system for keeping track, evaluating and acting over corrective solutions. The idea is to make from the Municipal Government Office an efficient organization that is capable of optimize resources for benefitting most people. It should clearly reveal the planning and budget administration with timely reliable information about the results through public manifestation of financial, economical and social statements. It is recommended to develop actions to make this proposal possible by practicing the operative strategies of the Participative Plan of Development of Guamote, and this way to guarantee good standard of living for Guamote people.
