Elaboración e implementación de un plan integral de gestión de riesgos para la Dirección Municipal de Tránsito, Transporte Terrestre y Seguridad Vial, perteneciente al Gobierno Autónomo Descentralizado del cantón Guano

Abstract

The objective of the Study and Development of a Comprehensive Risk Management Plan developed in the building of the Dirección Municipal de Tránsito belonging to the Gobierno Autónomo Descentralizado Municipal of Guano canton, Chimborazo province, was to evaluate the impact that the execution has in the Comprehensive Plan within the activities in the field of risk prevention. To carry out the plan risk matrix was developed in which the possible risks were identified, evaluated, and controlled; the risk variable that the building has was assessed based on this, the guidelines that must comply with the provisions of the Secretariat of Risk and Emergency Management Service. Knowing a Comprehensive Risk Management Plan includes five phases and four components. Phase one of the Plan details the diagnosis, and risk analysis at this point is essential to evaluate the possible variables to consider in the study. Then, the elaboration of said layout, the guidelines for risk reduction established in phase two delimit parameters, schemes for the formulation of policies, and the implementation of current technical standards in the country. Phase three contains detailed information on emergency management such as the well-known brigades, besides, how the training of these brigades should provide in emergencies. Phase four of the Institutional recovery where the activities followed for the resilience of the institution established; finally, Phase five gives a follow-up and evaluation to the layout. This technical work establishes Industrial Safety procedures and norms, socialized with the interested parties of the organization, giving priority to the workers who are directly interacting with the possible labor risks of the Dirección Municipal de Tránsito.
