Evaluación ex post del proyecto Centro de Rescate Integral Animal Riobamba (CRIAR).

Abstract

The main objective of this research was to carry out the ex post evaluation of the Riobamba Comprehensive Animal Rescue Center Project (CRIAR). It is a non-experimental study and the type of research was descriptive and transversal, theoretical and empirical. For the collection of primary information, surveys were used to the population and personnel of the CRIAR project and the secondary information was collected in the archives of the CRIAR Project, the GAD Municipal Riobamba and reports and reports from the Ministry of Public Health. The research will have a qualitative-quantitative approach. The population was constituted by the inhabitants of the city of Riobamba, staff of CRIAR and merchants of the markets of the city. The sample was 398 that were proportionally distributed. The results obtained suggest that there is a preference to have dogs as pets. Stray dogs are a real problem because of the pollution they generate. There is a lot of resistance to the adoption of a dog. Education and treatment are considered good alternatives to solve the problem that makes society and its authorities responsible. Sterilization is considered the best alternative to avoid more abandoned dogs. There has been a dog attack against the respondents and with regard to the evaluation of the center on average the evaluation is favorable. The staff of the center assures that the fulfillment of the preliminary design and the construction of environments has been partial. In general, the CRIAR project can be qualified as relevant because it has been planned in accordance with the sectoral-functional policy. The financial evaluation of the TIR and the zoonotic diseases presented lags with the projected, but the other parameters analyzed have an efficacy of 100%. The project has had a positive environmental impact. The project is financially sustainable since it is guaranteed by contributions from the GAD Municipal Riobamba. The detailed records of the infrastructure work are sufficient and give an account of all the items contemplated.
