Planificación estratégica para el Gobierno Autónomo Parroquial de San Vicente de Huaticocha, del cantón Loreto, provincia de Orellana periodo 2016-2020

Abstract

The present investigation is about strategic plan for Decentralized Autonomous Government (GAD) of San Vicente de Huaticocha Parish, Loreto Canton, Orellana Province 2016-2020. It was carried out to satisfy the needs of the parish government about planning and management. Surveys for the citizens and a Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis were carried out in the present investigation. In this matrix were established strengths and weaknesses which are internal factors that influence in the performance of Parish GAD. As a result, it is determined that the parish council lacks of an efficient model of strategic plan. It affects the optimization of the resources and opportune execution of the works. It exists inefficient coordination of following and control to the planning, execution and administrative management, insufficient administrative staff, ignorance of laws, norms and regulations, inefficient infrastructure, touristic service management and natural resources. It is recommended to implement this proposal in this institution in order to establish departments and functions which are necessary in the competences established in the Organic Code of Territorial Organization Autonomy and Decentralization (COOTAD). It will develop efficient processes with the active participation and take advantage all the resources given for the parish.
