Propuesta de creación del consejo de planificación y participación ciudadana para el Gobierno Autónomo Descentralizado Municipal del cantón Tiwintza, provincia de Morona Santiago, periodo 2017-2021

Abstract

The current proposed investigation of a creation of the Planning and Citizen Participation Council for the Autonomous Decentralized Municipal Government of the Tiwintza Canton, Morona Santiago Province, 2017-2021 Period. Its purpose is to apply an adequate methodology in order to simplify the functioning of the citizen participation system. For the development of the research, surveys were carried out to the inhabitants of the canton, which permitted to evidence that the GAD does not have a planning and citizen participation council, the inhabitants of the sector lack of knowledge of their rights and there is no organization that motivates the participation. The creation of a social organization as a tool of management and social control will facilitate the citizens to empower themselves in decision-making as well as an equal distribution of the public resources. Also, it will allow an active intervention of civil society in the process of planning, execution, control and evaluation of the actions of public entities, attached to the laws and regimes that legislate social participation. It is recommended that this research study presents the foundations and mechanisms to improve the good living of people with the creation of a regulatory organism with citizen power
