Abstract

The objective was to design financial strategies to optimize the budgetary execution of the Decentralized Autonomous Government of the Suscal municipality, Cañar province. The budget is a tool that allows the administrator to make decisions related to the management of the company in relation to financial resources and time. The reality of the Decentralized Autonomous Governments (GAD) is not far, the application of the budget allows it to determine the level of effectiveness of its operations, since the use of funds is a clear reflection of the acquisition of goods, the hiring of services and the construction of works; those that go according to the well-being of the population of the municipality. Thus, the implementation of mechanisms, processes and procedures in budgetary management will allow it to obtain much more encouraging results, which will not only benefit the staff that applies it and the institution, but also the population in general. Hence the importance of determining which are the main flaws that the GAD Suscal have to strengthen them through the application of strategies. The evaluation of activities, the application of surveys and the analysis of the respective information will allow the structuring of a planning that is applicable and measurable in terms of efficiency, effectiveness and effectiveness. What is sought is that the budgetary management of the GAD Suscal is correct, with the decrease in variations and unused funds a budget can be built in which its funds are used by the municipality society.
