Abstract

The elaboration of a strategic financial plan for the decentralized Autonomous Government of Simiatug Parish, province of Bolivar, canton Guaranda, period 2017-2021, aims to improve the financial management of the entity through strategies that alow a correct decision-making. An administrative and financial analysis, a matrix of competitive profile, matrix of factor evaluation, SWOT matrix to know the current situation of the company, the non-existence of a strategic financial plan has weakened the non-compliance to the full POA, there is no management of staff focused on results, lack of a manual of functions. It is recommended to implement the financial strategic plan, aimed at improving financial management, which will allow control of the goals and objectives set and thus make timely decisions, giving ímpetus in the implementation of projects promoted by MAGAP to increase agricultural and livestock production, giving importance in trainings to the leaders of the communities, focused on the objectives and goals that the GAD proposes.
