Abstract

The implementation of an Administrative Management model, to the Municipal Autonomous Decentralized Government of the Canton General Antonio Elizalde (Bucay) province of Guayas, is one of the most important aspects in the organizational part of the whole social structure, in order to generate a planning tool, to comply with services focused on the needs satisfaction of a particular territory. This model has been developed on the basis of criteria and scientific concepts of the administrative process, the method used was inductive and deductive, research techniques as the survey was applied to the internal as external customer of the institution to obtain comprehensive information, as well as the matrix SWOT where deficiencies were identified as: does not meet the objectives laid down in the POA, functions of employees are not oriented to give a quality service to the customers, the departments do not have a structure organizational, lack of control of the functions and services provided to the community. This management model will allow the implementation of an appropriate administrative process since the proposal contributes with a structure that includes processes and sub processes necessary for the achievement of the institutional objectives and in turn the satisfaction of the population needs.
