| Abstract : | The present research project considers the realization of a strategic plan for the Autonomous Decentralized Parochial Government of Sevilla Don Bosco, 2016-2020, with the purpose of improving the efficiency and effectiveness of the administrative management of the entity. The investigation was done by means of the application of interviews and surveys to the directors and inhabitants of the parish, which allowed to analyze the processes that are executed in the institution. Through this research, the results were obtained as: high index of the majority population does not know about the strategic plan and in such virtue it is considered essential to have this technical, functional, useful and simple tool; establishing the strategic objectives achievable and measurable over time. It was determined that the institution, lacking this strategic plan, the members of the GAD have to plan the projects that have not been contemplated in the Institutional Annual Operating Plan, which causes an affectation in the optimization of resources and the timely execution of the works. Therefore, it is recommended to consider the implementation of this strategic plan, since it will allow the making of the right decisions for the benefit of the parish. |
| Resumen : | El presente proyecto de investigación contempla la realización de un plan estratégico para el Gobierno Autónomo Descentralizado Parroquial de Sevilla Don Bosco, 2016 – 2020, con la finalidad de mejorar la eficiencia y eficacia de la gestión administrativa de la entidad. La investigación se hizo mediante la aplicación de entrevistas y encuestas a los directivos y habitantes de la parroquia, lo que permitió analizar los procesos que se ejecutan en la institución. A través de esta investigación se obtuvo los resultados como: alto índice de la población mayoritaria desconoce del plan estratégico y en tal virtud se considera fundamental contar con esta herramienta técnica, funcional, útil y sencilla; estableciendo los objetivos estratégicos alcanzables y medibles en el tiempo. Se determinó que la institución al carecer de este plan estratégico los miembros del GAD tienen que planificar los proyectos que no han sido contemplados en el Plan Operativo Anual de la institución, lo que ocasiona una afectación en la optimización de los recursos y la ejecución oportuna de las obras. Por lo tanto se recomienda considerar la implementación del presente plan estratégico, ya que permitirá la toma de decisiones acertadas en beneficio de la parroquia. |
