Abstract

The current research work aims the Design andlmplementation of a System of Citizenship Participation and Social Control of Sinai parish in order to guarantee the Citizen’s rights in the process of building the Citizen ́s Empowerment, considering the implementation of the systems of citizen participation and social control was stated in Ecuador with the Constitution in 2008 and strengthen with the declaration of the Organic Law of Citizenship Participation and Social Control in 2010. This work reveals the advances in the Citizenships Participation and Social Control of Sinai rural parish, Morona canton, Morona Santiago province, pointing out the citizenship ́s opinion on this type of processes on the life of the communities, neighborhoods and sectors and the analysis of the situation on the participation system of this parish. The deductive, analytical, and synthetical methods were used which allowed to have a clear criteria about the criteria the citizens have about the participation rights. It is necessary to search practical evidence from the decentralized autonomous governments about social participation outcomes locally as well as its connection with different levels of government by means of surveys, focused group Works and Scientifical observation. Once the research is finished, it is concluded that even participation is a right stated in the national laws, the knowledge of it is still weak in the citizens, taking into account the acceptation towards representing authorities, the implementation of System of Citizenship Participation and Social Control would be favorable. By boosting the System of Citizenship Participation and Social Control for the parish DAG an de Provincial Party of the Citizenship Participation and Social Control council, it is possible to progressively integrate the population to solve their processes base don the practice of citizenship rights and duties.
