Examen especial a los procedimientos de contratación, adquisición, recepción y utilización de bienes de larga duración en el Gobierno Autónomo Descentralizado del cantón Guano provincia de Chimborazo, período comprendido entre el 1 de enero del 2013 al 31 de diciembre del 2014

Abstract

The certification process work has like an objetc to apply a special examination to procurement procedures, procurement, receptions, and use of durable goods in the Gobierno Autónomo Desentralizado del Cantón Guano Chimborazo province 2013-2014 period, in order to determine the efficiency of these processes, for that it was applied research methods, such as direct observation, the same that allowed us to find important findings about the processes of buying goods of long times inside the periods set in order to the current exam, after that it will perform a weighting of evaluation was conducted to determinate whether each of the established processes are efficient. From the results of the assessment, it was shown that such processes do not meet the established standars in the study, it say those processes have a rating 60% effectively below; so that the Gad must apply the necessary corrections on the basis of the Ley Organica Del Sistema Nacional De Contratacion Publica, in this current exam, in order to improve the purchasing process and get to optimize the use resources in the benefit of the local citizenry. It is advisable for the institution to get information, to implement manual processes and procedures on purchases in general; track and specific forms that allow for constant monitoring of the status of purchases and use of long-term assets; with a training plan for people, for better management of public resources, with the aim of increasing efficiency based on standars.
